3.2.10. The institution evaluates the effectiveness of its administrators, including the chief executive officer, on a periodic basis.

NARRATIVE/JUSTIFICATION FOR JUDGMENT OF COMPLIANCE

Northeast Alabama Community College demonstrates compliance. State Board Policy 607.01 requires the evaluation of the president by the chancellor of the Alabama College System. The chancellor, as chief executive officer of the Department of Postsecondary Education, is responsible for the evaluation of the president and reports the results to the State Board of Education. The current president of Northeast, having served less than five years, is evaluated annually. The evaluation form, provided in the documentation table, includes fourteen areas of evaluation. The president provides a written overview statement of each evaluative area, with appropriate supporting documentation. The chancellor's written response is in the form of comments, recommendations, commendations, and a rating of Excellent, Good, or Unsatisfactory in each of the fourteen areas.  An overall rating is made in accordance with the formula defined in the evaluation document. Using the results of the evaluation, the chancellor may devise as necessary a professional development plan to address any deficiencies identified during the evaluation process. Individuals who have served as president for a period of five to ten years are evaluated biennially; those who have served for more than ten years are evaluated every three years. A copy of the 2003 evaluation document completed by the current president is on file and available for review in the Office of the President.

 

State Board Policy 607.01 grants responsibility to the president for the development and implementation of an evaluation system for all other employees, including all other administrative and academic officers. Northeast administrative and academic officers are evaluated annually by the immediate supervisor. Evaluations are completed and records maintained as follows:

 

·        Evaluations of Deans and other Administrative Officers: Office of the President

·       Evaluations of Division Chairs: Office of the Dean of Instruction or the Dean of Technology and Workforce Development

 

Essential to the effectiveness of the administrative and academic officers is the establishment of annual goals. At the beginning of each fall semester, each administrative and academic officer must submit annual goals to the Office of the President for each respective office in order to focus activities in accordance with the mission of the institution. Each administrator supervises the  progress of his or her office or curricular division in pursuing these goals. Effectiveness in fulfilling the stated goals is evaluated during the spring semester, with administrators and academic officers using the results to effect improvement in programs and services. The goals, their evaluation, and the application of evaluation results are published by the Office of Institutional Effectiveness as Unit Goals, Evaluation, Use of Results.

 

Policy and procedures pertaining to the evaluation of administrative and academic officers are published in the Faculty & Staff Handbook and in the Institutional Management Plan.
