CAMPUS SECURITY POLICY
Timely Warning to Campus Community
In the event that a situation arises either on campus or in the immediate area
of campus, that in the judgment of the Chief of Police and the President,
constitutes an ongoing or continuing threat, a campus wide “timely warning” will
be issued. The warning will be issued through SchoolCast and the college e-mail
system to students, faculty, and staff. The warning will provide information as
to the status of the College and actions, if any, that need to be taken by
students, faculty and staff for safety purposes.
Anyone with information warranting a timely warning should report the
circumstances to the Campus Police by calling college extension 2249 or 2342 or
cell phone 256-609-1060. If Campus Police are unavailable, incidents should be
reported to one of the following offices:

Business Office, ext. 2201 or 2313 or 0
President’s Office, ext. 2243 or 2258
Crime Statistics Reporting
The Campus Police reports crime statistics to comply with the Jeanne Cleary
Disclosure of Campus Security Policy and Crime Statistics Act. This report is
prepared annually by the Campus Police Chief for the main campus and alternate
sites from the crime stats log that he keeps in his office. A copy of the Crime
Statistics Report is available on the College’s web site at
www.nacc.edu and is published in the Student
Handbook in the NACC Catalog. The report is also available in the Campus
Police office located in the Student Center.
General Procedures for Reporting a Crime or Emergency
Community members, students, faculty and staff are encouraged to report all
crimes and public safety related incidents to the NACC Campus Police in a timely
manner.

call extension 2249 or 2253 or 0 (operator).

To report a non-emergency security
or public safety related matter, call 2249 or 2253 or 0 (operator).

If no one answers, call the Campus
Police Officer at 256-609-1060.
Crimes should be reported to the
Campus Police Department in the Student Center to ensure
inclusion in the annual crime report and to aid in providing
timely warning notice to campus staff, faculty, and students.
Criminal incidents should be reported in this order to the

Emergency Response/Evacuation
Once an emergency has been confirmed by Campus Police, the
emergency coordinator will be notified. The following persons
will be notified:
1. The President
2. Dean of Administrative Services
3. Director of Physical Plant
4. Vice President/Dean of Instruction
5. Dean of Extended Day
6. Director of Workforce Development
7. Administrative Assistant to the President (Public info)
It will be determined what areas of
campus must be evacuated. The content of the notification to the
college community will be determined. The notification systems,
SchoolCast and the intercom system, will be activated. Students
will be directed to the safe areas by building coordinators.
Safe areas can be found for each building in the Crisis
Management Plan.
Confidential Reporting Procedures
If you are the victim of a crime and do not want to pursue
action through the college or the criminal justice system, you
may still want to consider making a confidential report. With
your permission, the Campus Police Chief or a designee of the
NACC Police Department can file a report on the details of the
incident without revealing your identity. The purpose of a
confidential report is to comply with your wish to keep the
matter confidential, while taking steps to ensure the future
safety of yourself and others. With such information, NACC can
keep accurate records of the number of incidents involving
students, determine where there is a pattern of crime with
regard to a particular location, method, or assailant, and alert
the campus community to potential danger. Reports filed in this
manner are counted and disclosed in the annual crimes statistics
for the institution but individual names will be held in
confidence by the college.
Limited Voluntary Confidential Reporting
The NACC Police Department encourages anyone who is the victim
or witness to any crime to promptly report the incident to the
police. Because police reports are public records under state
law, the NACC Police Department cannot hold reports of crime in
confidence.
Should students have questions or concerns about the reporting
of crimes on a voluntary, confidential basis they can seek the
advice and counsel of the Dean of Student Services.
Access Policy
During business hours the Campus will be open to students,
parents, employees, contractors, guests, and invitees. During
non-business hours access to campus is open only for special
events and weekend classes.
Campus Police Authority and Jurisdiction
NACC Campus Police have complete police authority to apprehend
and arrest anyone involved in illegal acts on campus and areas
immediately adjacent to the campus. If minor offenses involving
NACC rules and regulations are committed by a student the campus
police may also refer the individual to the Dean of Student
Services, 115 Student Center. Major offenses such as are
reported to the local police and joint investigative efforts
with investigators from Jackson County Sheriff’s Office and the
city police are deployed to solve these serious felony crimes.
The prosecution of all criminal offenses, both felony and
misdemeanor, are conducted at the Circuit Court of Jackson
County. Campus Police work closely with local, state, and
federal police agencies and have direct radio communication with
the surrounding police departments and the Jackson County
Sheriff’s Office. By mutual agreement with state and federal
agencies, the Campus Police Department maintains a National Law
Enforcement Telecommunications Network terminal (NLETS). Through
this system police personnel can access the National Crime
Information Computer system as well as the Alabama Information
Enforcement System. These computer databases are used for
accessing criminal history data, nationwide police records,
driver/vehicle identification information, as well as other
local, state and federal law enforcement information.
Students accused of crimes on campus will be subject to the
student disciplinary proceedings at the discretion of the Dean
of Student Services. The disciplinary process is outlined in the
Student Handbook section of the college catalog. Sanctions may
range up to permanent suspension from the college.
Security Awareness/Crime Prevention Programs
At the start of each semester during new student orientation,
the NACC Campus Police informs students about campus security
procedures and practices and encourages students to be
responsible for their own security and the security of others.
The presentation outlines ways to maintain personal safety and
crime prevention programs are explained for students.
At the annual in-service program for faculty and staff, campus
security procedures and practices are explained to college
personnel.
When time is of the essence, information is released to the
college community through security alerts posted on message
boards; through the college email system that goes to all
students, faculty and staff; and Schoolcast, which sends
messages via voicemail, text messaging, and phone calls.
Drug and Alcohol Policy
NACC is a public education institution of the State of Alabama
and, as such, shall not permit on its premises, or at any
activity which it sponsors, the possession, use, or distribution
of any alcoholic beverage or any illicit drug by any student,
employee, or visitor. In the event of the confirmation of such
prohibited possession, use, or distribution by a student or
employee, the college shall, within the scope of applicable
Federal and State due process requirements, take such
administrative or disciplinary action as is appropriate. For a
student, the disciplinary action may include, but shall not be
limited to, suspension or expulsion. For an employee, such
administrative or disciplinary action include, but shall not be
limited to, reprimand, or suspension, or termination of
employment, or requirement that the employee participate in
and/or successfully complete an appropriate rehabilitation
program. Any visitor engaging in any act prohibited by this
policy shall be called upon to immediately desist from such
behavior. If any employee, student, or visitor shall engage in
any behavior prohibited by this policy which is a violation of
Federal, State, or local law or ordinance, that employee,
student, or visitor shall be subject to referral to law
enforcement officials for arrest and prosecution.
NACC publishes information detailing drug and alcohol abuse. It
outlines the policy regarding the possession, use and sale of
alcoholic beverages and enforcement of state underage drinking
laws. NACC complies with the requirements of section 120(a)
through (d) of the HEA. The complete information is published on
the NACC website and e-mailed to students and employees.
Violations of the college Drug and Alcohol Policy will be
subject to the usual college disciplinary proceedings at the
discretion of college administrators. These proceedings are
detailed in the Student Handbook section of the college catalog.
Programs to Promote the Awareness of All Sex Offenses
The college presents a short program on date rape and other sex
offenses during freshmen orientation. Posters are placed on
bulletin boards on campus designed to raise awareness of these
types of offenses. Policies regarding these offenses are
published on the NACC website and in the college catalog.
Recently the college sponsored a public health lecture on
“Domestic and Sexual Violence.” The lecture was presented by
professionals from Crisis Services of North Alabama (CSNA):
Janet Sage, Jackson County Victim Services Coordinator; Lisa
Frazier, Prevention Educator; and Tracy Bynum, Rape Response
Coordinator. Topics included domestic violence, sexual assault,
and primary prevention.
Report to the Police
Individuals are strongly urged to first contact the NACC Police
(if assaulted on campus) or local police authorities (if
assaulted off campus) or the Dean of Student Services located in
115 Student Center or phone extension 2325. The NACC Police
office is located in 101 Student Center and may be called at
extension 2249 or the Campus Police Officer at 256-609-1060. Area
law enforcement agencies may be reached by calling 911. NACC
police officers can assist in notifying local police
authorities. If you do not wish to report the incident, you may
contact the Dean of Student Services at extension 2325 for advice
and counsel on how to proceed to get help.
Medical Care
It is important for victims of sexual assault to obtain
immediate medical care following a sexual assault. Whether or
not the sexual assault is reported, medical care will ensure the
person’s well-being and the documentation, collection, and
proper preservation of physical evidence in the assault. In
addition to care of obvious injuries, medical attention is
needed to protect the victim from sexually transmitted diseases
or the possibility of pregnancy. If you have been raped and
might consider taking legal action against the rapist, you need
to receive medical care at one of the local hospital emergency
rooms. Emergency room doctors are the physicians who give
medical exams in which evidence of rape can be obtained and
preserved for legal action. Without this evidence, the chances
for successful prosecution are minimized. You should have the
exam as soon as possible. You will need a change of clothes; the
clothes worn during the assault will be kept as evidence. If you
have already changed clothes, bring along any articles that may
have blood or semen on them. In order to preserve physical
evidence of the assault, victims should not change clothes,
bathe, douche, or use the bathroom before seeking medical care.
Other assistance
Rearrangement of academic class schedules for the victim and the
accused may be provided if requested and if reasonably
available. The Dean of Student Services can also assist the
victim in dealing with academic difficulties which may arise
because of the victimization and its impact. For example,
notifying instructors of class absences, obtaining missed
assignments, and arranging for tutoring and assistance may be
provided upon request.
Campus disciplinary action
Students who may be accused of sex offenses will held
accountable and, at the discretion of the Dean of Student
Services, be subjected to the regular published student
disciplinary proceedings. The disciplinary process is detailed
in the Student Handbook section of the college Catalog.
In cases of an alleged sex offense, the accuser and the accused
are entitled to the same opportunities to have others present
during a disciplinary proceeding; and both the accuser and
accused must be informed of the outcome of any institutional
disciplinary proceeding that is brought alleging a sex offense.
Sanctions for rape, acquaintance rape and other forcible or
non-forcible sex offenses include permanent suspension from NACC.
STUDENT RIGHT-TO-KNOW
CAMPUS SECURITY REPORT
In compliance with the Campus Awareness and Campus Security Act of 1990 (Title
II of Public Law 101-542) and The
Higher Education Amendments of 1992 that expanded the security-related
requirements of the Act, Northeast has
established policies related to campus security and publishes reports regarding
campus security.
All acts of crime, violence, vandalism, and burglary are to be reported
immediately to security personnel in the Student
Center, telephone extension 223 or 249. If security is not immediately
available, the situation is reported to the
administrator on duty (Dean of Student Services, 2325; Dean of
Instruction, 2320; Dean of Extended
Day, 2253; or the Dean of Administrative Services, 2313). Powell is the local
municipal police department and may be reached at
638-4283.
When such breaches of security occur, the appropriate security
personnel will take reasonable action to minimize
harm or threat of harm to college students, employees, and visitors. Acts of a
criminal nature that may require investigation
and prosecution will be reported to the appropriate law enforcement authority.
College security personnel have the
authority to arrest offenders. Communication equipment is available for contact
with local municipal law enforcement.
Orientation sessions are conducted for new students during the summer for each
Fall term. Each
session addresses campus security
procedures and encourages students to be responsible for their own and others'
safety and security.
Students are encouraged to read the "Drug and Alcohol Abuse Prevention Program"
published by the college. Copies are mailed to all new applicants with the
acceptance letter. The booklet
includes information about the school's policy regarding alcohol and
drug-related violations, including use, sale,
possession, and underage drinking.
